OPP Constable Hovingh, 52, was tragically shot and killed on November 19, 2020, while responding to a call near Gore Bay on Manitoulin Island. The ceremony was the first time many of the details of his sacrifice and the full extent of the potentially even larger tragedy he prevented were revealed publicly.

Following a brief introduction to the ceremony by Manitoulin OPP Detachment commander Mike Salminen, the colour guard and attending dignitaries were piped into the room.
